This red vehicle is called Yaiba Kusanagi, which can be a reference to the main character of cyberpunk anime Ghost in the Shell named Motoko Kusanagi. The design seems to draw inspiration from the iconic bike of anime Akira’s protagonist.

Reddit user Tasty_boy also provided us with a translation of the article’s text. In the Cyberpunk 2077 world, Yaiba is a corporation that made this "monster" bike Kusanagi.
